Eind 2020 startte Wageningen University Research (WUR) met de uitvoering van het Kennisprogramma Circulair Terreinbeheer. In dit programma wordt onderzoek gedaan naar de kwaliteit en werking van bodemverbeteraars, die zijn gemaakt van grondstoffen die vrijkomen bij het beheer van terreinen en watergangen. WUR voert het Kennisprogramma uit in samenwerking met bijna 60 aangesloten pilots, in opdracht van het programma CT.

Het Kennisprogramma heeft tot doel om inhoudelijke bouwstenen te leveren voor nieuw circulair beleid.

Aanloop tot het Kennisprogramma
In aanloop tot het Kennisprogramma voerde WUR  een inventarisatie uit van bestaande kennis. Daaruit bleek onder andere dat het mogelijk is om van lokale groene reststromen een veilige bodemverbeteraar te maken, mits dat gecontroleerd en volgens strikte kwaliteitseisen gebeurt. Selectie van kennisvragen via RISMAN
Op basis van de Aanzet Kennisprogramma is een overzicht gemaakt van openstaande kennisvragen. Het programma CT, WUR en de ministeries van IenW en LNV hebben hieruit de vragen geselecteerd die het meest urgent zijn voor nieuw beleid. Dit gebeurde met behulp van een risicoanalyse (RISMAN-methode). Kennis over het beheersen van risico’s is immers belangrijk om tot nieuw beleid te komen. De rol van de pilots in het Kennisprogramma
Bijna zestig pilots hebben zich aangesloten bij het kennisprogramma CT. Deze liggen verspreid in heel Nederland (klik hier voor een kaart met locaties). Daarbij geldt dat er minimaal 3 jaar dezelfde bodemverbeteraars op hetzelfde perceel worden toegepast. Ter vergelijking wordt een deel van het perceel onbehandeld gelaten. Verder vullen alle pilots de Checklist Zorgplicht Maaisel en Blad in en houden zij een logboek bij van ontwikkelingen zoals gewasgroei, wateroverlast, droogte etc.
De aangesloten pilots kunnen in overleg met de Omgevingsdiensten een vergunning of ontheffing aanvragen en toegekend krijgen voor het lokaal maken/toepassen van compost en bokashi. De voorwaarde hiervoor is dat de pilots gaan gepaard met wetenschappelijk onderzoek, dat bijdraagt aan beleidsverandering.

De aanmeldtermijn voor pilots is verstreken. Het programma CT is wel geïnteresseerd in de eventuele behoefte van andere pilots. Dus: heb je interesse, meld dat dan via info@circulairterreinbeheer.nl.
